Dubai Launches Major Plan: 310 Parks, 60 Schools, and 15,000 New Jobs — The Path to Becoming the World’s Most Liveable City by 2033

Dubai has announced an ambitious Dubai Plan 2033, a large-scale strategy designed to make the city the world’s most liveable and healthiest urban center by 2033. The program, approved by the Executive Council of Dubai and led by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, follows the vision of Sheikh Mohammed bin Rashid Al Maktoum, focusing on sustainability, wellbeing, and innovation across multiple sectors.

The plan integrates progress in urban greenery, education, aviation, healthcare, sports, and finance, building a balanced model where economic growth aligns with quality of life and community wellbeing.

800 Green Projects and 310 New Parks

Under the Public Parks and Greenery Strategy, Dubai will implement more than 800 projects. This includes 310 new parks, upgrades to 322 existing ones, 120 new open spaces, and 14 smart green initiatives. Over 70 pedestrian routes will connect residential communities, improving walkability and accessibility.

By 2040, the total green area will expand to 187 square kilometers, providing 11 square meters of greenery per resident. All irrigation systems will operate using 100% recycled water, and 80% of residents will live within a five-minute walk of their nearest park.

15,000 New Aviation Jobs

Through the Aviation Talent 33 initiative, Dubai will reinforce its status as a global aviation capital, supported by the ongoing expansion of Al Maktoum International Airport. The program will create 15,000 new jobs, introduce 4,000 training and development programs, and form 30 strategic partnerships with international aviation companies. It also contributes to Dubai’s broader vision to double the city’s economy, attract AED 650 billion ($177 billion) in investments, and integrate 65,000 Emiratis into the private sector.

60 New Affordable Schools

A new Affordable High-Quality Schools Policy aims to open 60 new schools by 2033, adding 120,000 student seats. To encourage private sector investment, the government will offer lower land leasing costs and reduced operational fees. This policy supports the Dubai Education Strategy 2033, which seeks to position Dubai among the top 10 global cities for education quality.

Advancing Preventive Healthcare

The Early Detection Healthcare Services Project will improve preventive medical services and enhance overall life expectancy in Dubai. The plan targets a 40% increase in early detection of serious diseases, a 50% rise in vaccination coverage, and shorter waiting times for medical appointments — reduced to seven days or less. It also aims to achieve over 90% patient satisfaction, making healthcare more efficient and accessible.

Building a Global Sports Capital

The Sports Sector Strategic Plan 2033 will transform Dubai into a leading international sports hub. It includes 19 programs and 75 initiatives across 17 sports disciplines, encouraging youth participation, inclusivity, and the growth of sports investment and global events.

Financial Stability and New Reforms

Dubai will establish a Financial Restructuring and Insolvency Court to manage financial reorganization and bankruptcy cases. This specialized court will protect creditors’ rights, ensure fair restructuring, and enhance financial transparency, further strengthening Dubai’s position as one of the top three global financial centers.
