Off-plan now dominates the Dubai market: according to Dubai Land Department data, off-plan sales made up about 69% of all transactions and 65% of transaction value in 2025 (149,290 deals worth AED 448.1 billion). But the right choice depends on your goal, timeline and budget.
What is the difference?
- Off-plan property is bought from a developer before construction is finished (or before it starts). You pay in instalments according to a payment plan and receive the unit at handover.
- Ready property (also called secondary or resale) is completed. You can view it, move in or rent it out immediately after transfer.
Off-plan vs ready: side-by-side comparison
| Off-plan | Ready | |
|---|---|---|
| Upfront payment | Booking often 5–20%, then instalments | Full price at transfer (or down payment + mortgage) |
| Payment plan | Yes, e.g. 60/40, 70/30, post-handover plans | No, except mortgage |
| Rental income | Only after handover | From the first month |
| What you see | Plans, renders, show apartment | The actual unit, view and building |
| Purchase costs | About 4% (DLD fee); usually no agency fee | About 6–7% (DLD fee + agency + trustee fees) |
| Mortgage | Limited; most banks finance at or near handover | Widely available |
| Main risks | Construction delays, changes in market by handover, resale restrictions before handover | Higher entry cost, maintenance of older buildings |
| Buyer protection | Payments go to a DLD-regulated escrow account | Transfer at a DLD trustee office |
| Golden Visa (AED 2M+) | Eligible once registered in Oqood | Eligible |
Advantages of off-plan property
- Lower entry and spread payments. You commit to a property but pay over 2–5 years during construction. Some projects offer post-handover plans, where part of the price is paid after you get the keys.
- Developer launch prices. Early phases are often priced below later phases of the same project.
- Lower purchase costs. When buying directly from the developer, the buyer typically pays the 4% DLD fee and no agency commission.
- New buildings. Modern layouts, amenities and full developer warranty after handover.
- Golden Visa eligibility. Since 20 February 2026, off-plan property worth AED 2 million or more qualifies for the 10-year Golden Visa once registered with DLD (Oqood), without a minimum amount already paid. See our Golden Visa guide.
Advantages of ready property
- Immediate rental income. Ready units can be rented out from day one, either long-term or, where permitted, as holiday homes.
- What you see is what you get. You can check the view, noise, finishing quality and the building's management.
- Easier financing. UAE banks routinely finance ready property; residents can borrow up to 80% on a first home under AED 5 million, non-residents typically 50–60%.
- Real price history. You can compare the price with actual DLD transactions in the same building.
Is off-plan safe in Dubai?
Dubai has one of the most developed off-plan protection systems in the region:
- Escrow accounts. Under Dubai Law No. 8 of 2007, every off-plan project must have its own escrow account at a DLD-accredited bank. Buyer payments go into this account, and money is released to the developer only according to construction progress certified by the project consultant and checked by RERA.
- Developer registration. Developers must be registered with DLD and obtain approval before selling units off-plan.
- Oqood registration. Each off-plan purchase is recorded in the DLD interim register, so your ownership claim is official from day one.
- If a project is cancelled, the law provides for buyers to be protected through the escrow account and DLD procedures.
Escrow reduces risk but does not remove it. Delays still happen, so check the developer's record of delivering previous projects on time.
Which is better for rental yield?
Ready property earns rent immediately, so for a pure income strategy it usually wins in the short term. Off-plan can deliver a strong yield on the money actually paid, especially with post-handover plans, but only from handover onward. Average residential rental yields in Dubai were reported at around 6–8% in 2026 (Khaleej Times, February 2026); actual returns vary widely by area, building and service charges. All yields shown on our site are projections, not guarantees.
Can I sell off-plan property before handover?
Usually yes. Many investors sell (assign) their off-plan contract before completion. Developers often require a minimum share of the price to be paid (frequently 30–40%) before they issue a resale NOC, and they may charge a transfer fee. Rules differ by developer, so check the SPA. How to choose: a simple decision guide
- You want monthly income now → ready property in a high-demand rental area.
- You want to pay gradually and target growth → off-plan from a developer with a strong delivery record.
- You need residency → either type at AED 2 million+ (off-plan from Oqood registration).
- You want to use a mortgage → ready property, or off-plan with a large handover payment financed by a bank.
- You are building a portfolio → combine: one income-producing ready unit plus off-plan for growth.

Frequently asked questions
Is it better to buy off-plan or ready property in Dubai?
Neither is better for everyone. Off-plan suits investors who want lower upfront payments and capital growth; ready property suits those who want immediate rental income and easier mortgage financing.
What percentage of Dubai property sales are off-plan?
In 2025 off-plan accounted for about 69% of transactions and 65% of transaction value, according to Dubai Land Department data.
What is a post-handover payment plan?
A plan where you pay part of the price (for example 30–60%) in instalments after receiving the keys, so the property can start earning rent while you are still paying.
Can I get a mortgage for off-plan property in Dubai?
Options are limited. Most banks finance off-plan only at or close to completion, often at lower loan-to-value ratios. Many buyers pay instalments in cash and finance the handover payment.
How are off-plan buyers protected in Dubai?
Payments go into a project escrow account regulated by DLD under Law No. 8 of 2007 and are released according to construction progress. Each purchase is registered in the DLD Oqood system.
Can I get a Golden Visa with off-plan property?
Yes. Since 20 February 2026, off-plan property worth at least AED 2 million from a RERA-registered developer can qualify once registered in Oqood, regardless of how much has been paid.
